citeの解説
引用を示す……というより、書籍や著者の名前を引き合いに出すのに使います。blockquote要素と組で使って出典を示したり、参考文献一覧などをマークアップするのに使うことができます。
RFC1866 では、以下のように説明されていました。
The <CITE> element is used to indicate the title of a book or other citation. It is typically rendered as italics. For example:
He just couldn't get enough of <cite>The Grapes of Wrath</cite>.
「書名」を示す例が紹介されていますが、引用文そのものを示すという性質ではないようです。引用文そのものをマークアップするのであれば、blockquote要素 や q要素を使うことができます。
ちなみに英語の辞書で quote を調べると……
intransitive and transitive verb repeat somebody’s exact words: to repeat or copy the exact words spoken or written by somebody

言葉を引っ張ってくるイメージのようですが、それに対して cite の方は……
